administrative body. However, it still ensures
a consistent and programmatic development.
This is due to the fact that the Government has
developed a consistent program and planning,
taking into account the overall economic
structure of the region, and closely monitor the
implementation of the plan. In recent decades,
although the Government has repeatedly changed
(and, accordingly, the ministry has monitored
the implementation and revision of the program
for several times). Moreover, the Paris Regional
Development Plan was adjusted for several times.
Nevertheless, the general spirit is preserved,
most of which only change under the direction of
expansion.
Development of the Hanover Region in the
Federal Republic of Germany
The Federal Republic of Germany is a country
located in Central Europe, with 82 million
inhabitants, the most populous country in the
European Union and the third largest in the world.
In the structure of Germany, Niedersachsen
is a large independent administrative district,
including the Hannover and Hildesheim regions.
In 2003, Niedersachsen established Hannover
impulses in accordancewith the task of developing
the region with a budget of EUR 60 millions in
a period of 10 years. In addition, the company
manages EUR 5 million allocated by the EU to
develop the Hannover Region. The Company’s
activities are as follows:
Developing infrastructure in disadvantaged areas
Basically, infrastructure development is the
task of the federal government. Although the
State does not provide funding for the Inner
City Transportation Company, there are still
cases or situations in which the State pays for the
implementation of adjacent works if these items
serve the urgent needs of the locality, especially in
poor areas. For example, in the Inland Waterway
Port Investment project, the State pays 25 million
euros to build some roads near the port to link
traffic networks.
Support businesses start-ups in the Region
Performing this task, the Inner City
Transportation Company uses the following tools
and methods:
(a) Support the establishment of enterprises
through electronic portal.
(b) Develop and create emulation programs so
that business creators can show their initiatives
with a prize of EUR 40,000 in the form of a
scholarship within 12 months. The program,
held annually since 2003, has encouraged the
participation of businesses.
(c) Develop a policy and system for business
support and development advice for women.
(d) Assist enterprises in improving their
technology through incentive services or in the
form of grants.
(e) Develop a Data Bank for information as
well as goods serving businesses.
(f) Attract/Call for investment from foreign
enterprises.
Actually, the targets that state Niedersachsen
aims at are enterprises in India, Russia and
Turkey. The measures taken by the Company on
behalf of the State are:
(a) Assistance in settlement;
(b) Development of market research and
analysis programs for these corporation (POMAP).
(c) Research Marketing Assistance;
(d) Generate incentives such as one year’s
free office supply and a number of other support
services.
In order to develop the region’s socio-economy,
the State of Niedersachsen has consistently
developed and implemented a series of policies:
(a) Develop the internal capacities of the region.
The objectives and measures to be implemented
include:
- Narrow the development gap among localities
in the region;
- Establish an organization representing the
state government in that area with limited rights;
- Set up financial support for infrastructure
construction, support for start-up in less
developed areas;
- Encourage the opening of branches or locate
companies’ branches in the places where the
concentration of affiliated enterprises is relatively
high, forming clusters of enterprises, including
industry, services, and agriculture. In fact, the
emergence of the clusters will have an extremely
beneficial advantage in attracting investment.
