and solutions for the problem and challenge is
increasingly insurgent need due to the socio-
economic development of Paris. These localities
absorb parts of industrial waste and noise from
the inner Paris, help establish road intersections
for the traffic network, as well as a gathering
location of goods for Paris. New urban areas for
part of Parisian dwellers, logistics facilities, and
agricultural supply systems for the capital were
also developed in this area.
The role of the State in developing the “Great
Belt” is reflected in three aspects: Firstly, the State
decides to set up the economic linkage of the
Paris Region. Secondly, the State organizes the
economic space planning of the region as a basis
for localities to license investment andconstruction
projects for businesses. Thirdly, the State invests
directly in the construction of infrastructure to
create connectivity among localities in the region.
As being described above, the Paris Region
(whether the Traditional Region or the Paris
Metropolitan Area) is actually an economic
territory, not an administrative unit and not
administratively managed. Regional formation
was first launched due to the need of expanding
urbanization without broadening administrative
boundaries. After that, it was built based on
the requirement to establish transport and
infrastructure systems, gradually expanding
to link economies. The region does not have an

The purpose of building the Region is to link Hanoi with the neighboring provinces in order to bring into
full play each locality’s strength, and one locality’s strengths will complement shortcomings of other
locality. However, in order to realize this great target, Hanoi and other localities in the capital region
should, apart from their inherent advantages, study international experience of some economic regions
worldwide.

The formation and organization of the Paris
region in France
The Paris area is one of the models that
Vietnamese experts have quite thoroughly studied
in order to devise the development plan for the
Capital Region of Hanoi. This is the geographical
area surrounding Paris, including the City of Paris
(as a province-level local government) and other
equivalent administrative units.
The first expansion of the Paris Region -
beginning in the 19
th
century - was the formation
of the “Little Belt” with three provinces of Hauts
de Seine, Seine-Saint-Denis and Val-de-Marne.
The connection between those provinces and
Paris was purely the urbanization at the beginning
from the expansion of Paris. The economy of
these provinces depends heavily on Paris. This
relationship is regulated by market economy,
absolute de-regulation from the State.
The next major development - beginning in
the early 20
th
century - of the Paris region was
the formation of the “Great Ring” with four
neighboring Paris counties: Seine-et-Marne,
Yveliné, Essonne and Val d’d’Oise. These are
independent provinces, with administrative
positions similar to Paris. The formation of Paris’s
“Big Ring” is not only a spur of urbanization,
but also an intended development of the State,
