Nowadays, most of science and technology
activities are invested by the state budget. This
was clarified in Decree No. 95/2014/ND-CP
dated October 17
th
, 2014 by the Government on
investment regulations and financial mechanism
for science and technology. On annual average,
the state budget for science and technology is
approximately 1.4-1.85% of total state budget
expenditure, accounting for 0.4-0.6% of GDP.

The Party and the State always consider science and technology as the top national policy, as a driving
force for socio-economic development, as the foundation and the decisive factor for the success of
industrialization, modernization and international integration. This is clearly reflected in the Resolution
No. 20-NQ/TW XI of the Central Committee of the Communist Party of Vietnam, the Science and
Technology law in 2013 and Vietnam’s strategies in Science and Technology Development 2011-2020
period.

The current investments situation of in science
and technology activities from the state budget
Based on the views of the Party and the State,
the policy and legal environment governing
science and technology activities has been
continuously reformed and renovated. The Law on
Science and Technology which came into being in
2013 replaced the 2000’s law. Furthermore, many
decrees and circulars were issued to concretize
the Law, such as Joint Circular No. 121/2014/
