At the same time, the Government also issued
Resolution No.35/NQ-CP supporting enterprise
development till 2020 to enhance competitiveness
and activeness of the economy.
The important emphasis of these Resolutions
is on the Government’s top-request for ministries,
agencies and localities to focus on improving the
business environment, promoting the reform
of business regulations and administrative
procedures, reducing time and costs,especially
the state management in business conditions,
sectorial management in import and export
goods, customs and taxation, social insurance,
construction licences, property ownership
registration...
With the synchronous and drastic
implementation of the Resolution from the
central to local government, Vietnam’s business
environment has seen strong improvement,
competitiveness has been heightened and
recognized by the prestigious international
organizations, highly appreciated by the business
community. A number of ministries, sectors and
localities have taken robust steps in the reform of
administrative procedures such as the Ministry of
Finance, Ministry of Planning and Investment, the
Ministry of Agriculture and Rural Development,
Vietnam Social Insurance, Vietnam Electricity
Corporation, the Vietnam Chamber of Commerce
and Industry of Vietnam, Ho Chi Minh city,
Hanoi city...

In the philosophy of breakthrough and innovation, the Vietnamese Government currently has been
orienting methodically the implementation of drastic moves to improve the business environment,
enhance national competitiveness, facilitat Vietnam’s deeper international integration and stronger
development. This is evidently illustrated through action plans, particularly the Government Resolution
19/NQ-CP and Resolution 35/2016/NQ-CP.

Robust changes in the business environment
AsVietnamhas beendeeply integrating, further
implementing market mechanism, the business
investment environment and enhancement of
national competitiveness has become of decisive
significance for sustainable growth and effective
competitiveness. Therefore, throughout of
2014, 2015, 2016, the Government has issued
3 Resolutions No.19/NQ-CP on the key tasks
solutions to improve the business environment
and enhance national competitiveness with
specific targets and measures. These resolutions
are closely attached to the actual situation of the
country, identifying urgent requirements for each
stage and longterm solutions.
The Government has set the target till 2015
to reach the average level of the ASEAN 6
on 6 criterias of business environment under
Resolution No.19/NQCP dated 18/3/2014, and the
average level of ASEAN 4 on 10 criterias under
Resolution No. 19/NQ-CP dated 12/3/2015 ; The
Government has set out key tasks and measures to
improve business environment, enhance national
competitiveness for 2016 and 2017 and orientation
till 2020 under Resolution No.19/NQ-CP dated
28/4/2016. In particular, the Resolution clearly
states the specific implementing responsibilities
and tasks of ministries, sectors and localities.
