difficulties and obstacles of businesses, proposing
and implementing synchronous and drastic
supporting measures. The Ministry of Finance
submitted to the National Assembly Government
for adoption of various large schemes including
the Customs Law, the amendments and
supplements to the Law on Enterprise Income
Tax, Personal Income Tax Law, the Value Added
Tax Law, Tax Law, Natural Resource Tax Law,
Administration Law; Export and Import Tax
Law; submitting to the Government for issuing
a number of decrees on taxes... The Ministry of
Finance has issued the circular amending and
supplementing 7 tax Circulars and other circulars
guiding the implementation of tax Laws and
Decrees, as well as amending the regulations,
guiding implementing solutions for removing
difficulties and obstacles to provide positive
support for enterprises...
In 2016 and 2017 and orientated to 2020, to
continue to improve the business environment,
contribute to improving national competitiveness
in the financial sector, the finance industry has set
a goal to reach the ASEAN 4 average in terms of
administration reform including: tax refund; risk
management in tax examination and inspection;
timing and results processing tax complaints.
At the same time, cooperating to reduce top 40
leading nation’s nontariff barriers. 2020’s goal is
to have a maximum of 110 hour/year; clearance
time for goods under 36 hours for imports and 41
for exports.
Continuing to make new breakthroughs
In the coming period, the Government of
Vietnamdetermines toimplement comprehensive
reform of regulations on business conditions,
sectorial management in imported goods, in line
with international practices, rapidly transiting
to post-examination; electronic procedures;
Connecting and sharing information among
agencies and organizations; Creating a
supporting start-up system. In particular,
striving to improve both scores and ranks of
the business environment. 03 major objectives
includes: reaching the minimum average level
of ASEAN 4 on the business environment, the
average level of ASEAN 4 on a number of criteria
World Bank, Vietnam has been upgraded 3
places from position 93rd to 90th in its 2016
Business Environment ratings. In the report
the World Economic Forum conducted in 140
countries, Vietnam ranks 56th on the rating of
global competitiveness in the period of 2015-2016,
climbing 12 places in the period of 2014 to 2015.
Notably, the competitiveness index of transport
infrastructure in Vietnam has been raised 9
places, from the 76th to 67th in the periods of
2014-2015 and 2015-2016 respectively. The efforts
in improving Vietnam’s business environment
and competitiveness have been acknowledged
in the Report of the World Economic Forum
as: “The actions of the Government of Vietnam
recently demonstrated its determination to
improve the business environment, enhance
national competitiveness. The specific actions of
Vietnamese Government supporting enterprises
to improve their competitiveness from the tax and
customs procedures to the other administrative
procedures have generated relatively obvious
impacts, assuring enterprises and domestic and
foreign investors confidence in their investment”.
An important part of those outcomes has been
made thanks to outstanding efforts in the reform
of tax administration procedures, modernizing
tax and customs... In recent years, the Ministry
of Finance has made considerable changes in
the reform and modernization of the tax sector,
centralizing the entire application, integration
from the General Department to local tax
departments, online tax registration, declaration
and payment. Apart from these efforts, with an
aim to improving the business environment,
the Finance Ministry has closely and effectively
coordinated with the relevantministries, agencies
and localities, Vietnamese Chamber of Commerce
and Industry, Vietnamese Business Forum and
other international organizations, Associations
With the synchronous and drastic
implementation of the Resolution from the
central tolocalgovernment,Vietnam’sbusiness
environment has seen strong improvement,
competitiveness has been heightened and
recognized by the prestigious international
organizations, highly appreciated by the
business community.
